Contradictions in Integrated Waste Management: The Example of Incineration
By Laurence Rocher
English
Based on the example of incineration, the paper discusses integrated waste management considering sustainable development principles, understood as requiring an integrated approach to public policy making and attention to spatial equality. French waste management systems are meant to respect energy recovery (waste to energy) standards and proximity principle, which can be related to technical and territorial integration respectively. Incineration technologies allow to meet both objectives. But incineration facilities is strongly contested by opponents referring to another conception of integrated waste management.
