The ‘smart city’ as new narrative for Hong Kong urban policy: The case of the ‘Kowloon East’ urban project

This article questions the emergence of the “smart city” as a new reference for urban policies in Hong Kong. From the case of the Kowloon East urban project, which is presented as a laboratory of these innovations, I look at the impact of digital on the content of urban planning but also on the actors and their power relations in city making. The results show that the use of new digital technologies is not so important but that “smart” allows a renewal of storytelling around urban policies, and even a certain depoliticization of urban issues.
