The fight against fuel poverty is the subject of a national plan which aims to renovate old private housing. This action plan is based on an economic criterion which identifies first and foremost home owners in rural areas. Statistical analysis of French households suffering from thermal discomfort shows that this concerns poor, tenant households constituted by single parent families and unemployed people, who are concentrated in large urban agglomerations on distinct territories. These are figures of poverty that policymakers must take into consideration for a more egalitarian treatment of fuel poverty in France.
